No lock for universe directory

I want to play a game with a friend using the Evolve system, but when I launch the server command prompt and go into a single player game to host, after a minute or two, the command prompt crashes, because there is no universe lock. (I believe the universe.lock file) me and my friend both don't have the file, and have tried re-installing, deleting everything in the star bound folder, etc.
